Adult learning is an essential component of lifelong learning, and it is a policy priority in the context of demographic, technological and sustainability transitions, disruptions due to conflicts, and rapid transformations in the labour market. Building adult learning systems is a strategy to foster adults’ participation in formal and non-formal education and training, by tackling structural issues that most countries experience, namely: fragmentation, limited resources, uneven quality of provision, and impediments on the demand side, among which motivation, time, and others. At EU level, the Union of Skills and European Pillar of Social Rights provide a framework and targets. At global level, the Marrakesh Framework for Action sets clear priorities.

The ETF is going to share knowledge and key findings from the review of adult learning in Ukraine and other candidate countries, its cooperation with DVV International, as well as EU methodological approach and tools designed to address key aspects of quality and access in adult learning.  This session will share ETF’s experience in supporting Ukraine to strengthen its education and training systems, with a specific emphasis on Individual Learning Accounts (ILAs) and micro credentials.
