Dear members and friends of the Skills Alliance for Ukraine,

Russia’s war of aggression against Ukraine has been going on for more than three years. Millions of Ukrainians are at the front line. Others have left the country to escape the horrors of war. These people are sorely missed – by their families and by their communities – and they are also missing as part of the workforce. Especially in key sectors that are crucial for recovery and reconstruction – such as transport, IT, construction, engineering and health care – Ukraine has a shortage of skilled workers.

Therefore, at last year’s Ukraine Recovery Conference (URC) in Berlin, Germany, Ukraine and over 50 international organizations, states, NGOs and companies launched the Skills Alliance for Ukraine. This multi-stakeholder initiative unites broad international civilian support for Ukraine. Its goal is to develop a strong, future-oriented workforce that will drive the country’s recovery and reconstruction forward. Together with their Ukrainian partners, the Alliance members work to identify the skills that are most needed by the Ukrainian economy. They provide young people and adults, some of whom are veterans, with high-quality training – at home and abroad. And they connect them with Ukrainian companies that need skilled workers.

Since its launch last year, the Skills Alliance has made great progress. It now has almost 80 members and together they have trained 275,000 people, half of whom are women. While this already exceeds the goals that were initially set at the URC 2024 in Berlin, the Alliance will keep on doing its important work.

Germany continues to stand firmly with Ukraine. And Germany also remains committed to supporting our Ukrainian partners in developing a skilled workforce. This is fundamental for strengthening Ukraine’s resilience, advancing its path to EU membership and helping it to prepare well for a future after the war.

I thank all members of the Skills Alliance for their commitment, and I encourage new partners to join us in our efforts.

Russia’s full-scale invasion has caused not only destruction, but also deep shifts in the labor market. Businesses are in urgent need of skilled workers, while hundreds of thousands of Ukrainians remain unemployed — not due to a lack of motivation, but because their skills no longer match the demands of the time.

To respond to this challenge, we launched the Skills Alliance at URC-2024 in Berlin, together with our international partners. This global initiative helps Ukrainians acquire new professions and adapt to the modern economy.

Today, the initiative brings together over 70 partners worldwide — governments, donor organizations, and businesses. Together, we’ve already mobilized €900 million for training programs for Ukrainians.

Thanks to this support, over 275,000 people have received training, gained new qualifications, or improved their skills. Half of them are women.

By 2027, we aim to prepare 390,000 qualified workers. This will help internally displaced persons, young people, veterans, people with disabilities, and those returning home to better integrate into the labor market.

A wide range of professions is available — from medical and technical specialties to digital skills and creative industries.

I’m confident that every Ukrainian can find their path or grow their expertise to realize their potential and contribute to rebuilding our country’s economy.
