Amid war and the profound transformation of the labor market, «THE ASSOCIATION OF OUTSOURCING AND CONSULTING PROFESSIONALS OF UKRAINE» («AOCPU») has developed an effective model for professional qualifications development, aligned with the needs of Ukraine’s reconstruction economy and integration into the European Skills Area.
Mass migration, mobilization, destruction of enterprises, business digitalization, and the harmonization of legislation with EU standards are reshaping the structure of competency demand. The Ukrainian labor market requires systemic, scalable, and measurable solutions for upskilling and reskilling the adult workforce. Our mission is to ensure Ukraine’s economic resilience by preparing professionals who will serve as guarantors of transparency and efficiency in the reconstruction process.

- Development of over 70 professional standards in accounting, finance, audit, management, consulting, and outsourcing.
- The standards were developed on a pro bono basis and aligned with the requirements of the European Qualifications Framework (EQF).
Outreach:
- More than 3,000 professionals annually complete advanced training programs.
- Over 30 qualification programs are currently implemented.
Methodology:
A full competence development cycle has been established:
Professional Standard → Educational Program → Assessment → International Certification → Continuing Professional Development (CPD).
