Enabel

Enabel is the Belgian agency for international cooperation, a fundamental partner of the Belgian government with over 25 years of experience. With over 2,500 staff, the agency manages more than 200 projects in more than twenty countries, in Europe, Africa and the Middle East.

Enabel’s four-year BE-Relieve Ukraine programme is part of a broader Belgian effort to contribute to Ukraine’s recovery and accession to the European Union. By leveraging Belgian and European expertise, Enabel aims to reinforce Ukraine’s progress towards a resilient and EU-aligned future.

The programme is designed with particular attention to three domains: Energy and Circular Construction; Health and Social Protection; Education and Skills Development. Key areas of intervention are Kyiv and Chernihiv regions and Kyiv city.

The budget for the BE-Relieve Ukraine programme is €150 million, with almost 30% allocated to VET and employment initiatives.

In the Skills Alliance for Ukraine, Enabel is represented with the BE-Relieve Ukraine programme.

In the Education sector, 4 major results are envisaged:

– Access to general education and vocational training is improved through the construction, rehabilitation and equipment of schools and training institutions (following Build Back Better principles, including Energy Efficiency and winterisation).

– A qualified workforce is trained and available for the reconstruction and the recovery of the economy, in line with ongoing reforms and aligned with the needs of Ukraine’s private sector.

– Job seekers are accompanied to decent employment opportunities or entrepreneurship support programmes.

– Reforms needed for improving the overall quality of education, labour market access and social policies are supported with a specific focus on integration of the EU acquis.

As of May 2025, 18 vocational instructors are undergoing advanced training at the Bosch Training Center, part of the Bosch Junior Academy initiative at the Boryspil Vocational Lyceum.
