Ministry of Foreign Affairs of the Republic of Estonia

The Ministry of Foreign Affairs of Estonia is the governmental agency in Estonia in charge of conducting and designing Estonian Foreign policy.

In the Skills Alliance for Ukraine, the Estonian Ministry of Foreign Affairs is represented with several projects:

• Modernisation of the Ukrainian labour market/ Ukraine’s State Employment Service: The Estonian Centre for International Development (ESTDEV), the Estonian Unemployment Insurance Fund and the State Employment Service of Ukraine (SES) will rebuild and modernise the Ukrainian labour market and Strengthening the governance of Ukraine’s State Employment Service (SES). Over a six-month period, more than 20 Estonian Unemployment Insurance Fund specialists and external experts will share their experience and knowledge at 17 different seminars—14 in Kyiv and three in Tallinn;

• Enhancement of the Higher Education Quality in Ukraine: the project aims to support Ukraine’s National Agency for Higher Education Quality Assurance (NAQA) in developing and implementing institutional accreditation for higher education institutions;

• The Path to Excellence: Promoting the Effective and Reliable Higher Education System in Ukraine: the project aims to support target group of university academic staff (with a priority for relocated universities), in total 19 universities evacuated from the occupied territories to different regions in Ukraine, education administrators, representatives of international education support structures operating in Ukraine.

• Reliable Higher Education System in Ukraine: Catch-up learning summer camps in Vinnytsya where 150 7th grade students based in Zaporizhzhya oblast receive in-person catch-up education in three core academic disciplines – Ukrainian language and literature, mathematics, and history; and

• Skills4Recovery, which addresses the challenge that the shortage of skilled workforce in selected economic sectors is posing to Ukraine’s recovery process, as the country struggles to rebuild and stabilize its economy. Along with the VET providers and private sector Skills4Recovery cooperates with the government of Ukraine to support enhancement of the political, regulatory and legal framework for VET and implementation of the EU acquis and Ukraine Plan.
