International Centre for Migration Policy Development (ICMPD)

The International Centre for Migration Policy Development (ICMPD) was founded in 1993 as an international organisation, currently with 21 Member States, to support governments in establishing robust, rights-based migration management systems in more than 90 countries worldwide. Using a holistic and whole-of-route approach, ICMPD understands the complexities of migration, connects partners and empowers stakeholders through projects on the ground. In Ukraine, ICMPD operates through the Regional Office for Eastern Europe and Central Asia (RO EECA) which is located in Vienna, Austria. RO EECA works with over ten countries in the region and implements various projects on the ground through its offices also in Armenia, Azerbaijan, Georgia, Kyrgyzstan, Moldova.

Since the beginning of the full-scale invasion, ICMPD expanded its portfolio in Ukraine and shifted focus to support for the displaced Ukrainians, to strengthen the capacities of diaspora representatives abroad, as well as to improve migration management in Ukraine.

In the Skills Alliance for Ukraine, ICMPD is represented with the following projects:

Comprehensive Resilience Support for Displaced Persons form Ukraine (CORE UA).  The project objective is to ensure the safe mobility of displaced Ukrainians and, at the same time, to ensure that the advisory services provided comply with the German and EU directives on the granting of temporary protection as well as other directives related to legal residence and safe return. The project is funded by the (National) German AMIF Programme 2021-2027 and the Federal Office for Migration and Refugees (BAMF). The activities under this programme positively impact the organisation of adaptation efforts for displaced Ukrainians in Germany and facilitate preparations on the German side regarding the future of their temporary protection status, whether through legalising their stay, integrating them or enabling their safe and dignified return home. With this project, ICMPD targets diaspora organisations supporting their capacity building.

Ukraine: Consultations and Assistance for Resilience and Empowerment (U-CARE). The project’s objective is to contribute to the safe international mobility and wellbeing of displaced Ukrainian citizens, including preparations for sustainable return home. The initiative strengthens the resilience and preparedness of Ukrainian state institutions and civil society, further enhancing migration governance, consular services, and national unity. The project is part of ICMPD’s and its Member States, particularly, Czech Republic, comprehensive initiative aimed at addressing the immediate, medium- and long-term priorities of Ukrainian state regarding protection of the human capital of the country. The initiative is funded by the Ministry of the Interior of the Czech Republic. The measures proposed under the project include activities to be implemented in Ukraine and in the Czech Republic.

U-Support. This project aims to facilitate the orderly mobility of displaced Ukrainians in Poland while bolstering the human capital and cooperation frameworks essential for Ukraine’s long-term recovery. This initiative is implemented by ICMPD under the Technical Assistance and Support component of the EU-funded Migration Partnership Facility. By maintaining and expanding the operations of the Ukrainian Consultation Centre in Gdańsk and a Call Centre in Warsaw, established by ICMPD under previous initiatives, the project focuses on empowering displaced Ukrainians to make informed decisions regarding their future — whether navigating transitions in legal residency status or preparing for a safe and sustainable return and reintegration. Also, the initiative strengthens the capacities of Ukrainian diaspora organisations in Poland to sustain and deepen ties between displaced Ukrainians and their home country, thereby contributing to recovery and future reintegration.

As a result of comprehensive capacity building programme for diaspora representatives, 60 beneficiaries in Germany received training as of November 2025.
