Japan International Cooperation Agency

The Japan International Cooperation Agency (JICA) assists and supports developing countries as the executing agency of Japanese ODA. In accordance with its vision of “Inclusive and Dynamic Development,” JICA supports the resolution of issues of developing countries by using the most suitable tools of various assistance methods and a combined regional-, country- and issue-oriented approach. JICA is in charge of administering all ODA such as technical cooperation, ODA loans and grant aid in an integrated manner, except for contributions to international organisations. JICA, the world’s largest bilateral aid agency, works in over 154 countries and regions and has some 90 overseas offices. JICA, in accordance with the Development Cooperation Charter, works on human security and quality growth. JICA, with its partners, will take the lead in forging bonds of trust across the world, aspiring for a free, peaceful and prosperous world where people can hope for a better future and explore their diverse potentials. JICA actions are as follows: Commitment: Commit ourselves with pride and passion to achieving our mission and vision; Gemba: Dive into the field (“gemba”) and work together with the people; Strategy: Think and act strategically with broad and long-term perspectives; Co-creation: Bring together diverse wisdom and resources.
5. Innovation: Innovate to bring about unprecedented impacts.

In the Skills Alliance for Ukraine, JICA is represented with two projects:

• Promotion of Public Private Partnership in the field of Vocational Education and Training in Ukraine: The Ministry of Education of Ukraine is working to improve the quality of vocational schools to make their training content more attractive, given the demographic and labour market changes caused by the war. One of the efforts to adapt vocational training to the needs of the labour market is cooperation with the private sector, a public-private partnership model. In this project, a pilot project will be conducted to explore the possibility of cooperation between Japanese companies and Ukrainian vocational schools. Specifically, products and technologies from Japanese companies will be provided to Ukrainian vocational schools under the coordination of JICA. This will contribute to improving the quality of vocational schools in Ukraine; and

• Project on Promotion of Small-Scale Horticultural Agriculture: Enhancing Inclusiveness of Women Farmers” seeks to address horticultural sector challenges in Ukraine and enhance farmers’ productivity and business knowledge by developing vocational training via Vocational Education and Training institutes (VETs) and agricultural universities.
