Joint Emergency Response in Ukraine
The Joint Emergency Response in Ukraine (JERU) is a joint humanitarian programme formed in 2022 by two international non-governmental organizations: Welthungerhilfe (WHH) and Concern Worldwide (CWW). Established to support communities affected by the war in Ukraine, JERU’s legal representation in the country is handled by WHH.
Welthungerhilfe, headquartered in Bonn, Germany, operates in over 30 countries. Concern Worldwide, based in Dublin, Republic of Ireland, works in more than 25 countries. Both organizations bring extensive experience in humanitarian and development initiatives, particularly in agriculture and livelihoods programming aimed at combating hunger and poverty. CWW and WHH are also members of Alliance2015, a network of European non-government organisations engaged in humanitarian and development action with long-term experience in many crisis-prone countries.
JERU’s joint structure allows us to leverage the combined expertise of both organizations. This approach also improves cost efficiency by pooling funds and resources, enabling high-quality program delivery.
JERU’s country office is based in Kyiv with offices in Khmelnytskyi, Poltava, Kharkiv, Mykolaiv and Sumy.
JERU works with war-affected communities in rural and urban areas, and those affected by forced displacement, including internally displaced people, returnees, and host communities. To better understand the needs of the population and provide the necessary assistance, we work with our partners to assess the needs of the residents in the most remote and vulnerable communities. Based on the information collected and analyzed, we improve our programmes to ensure that our beneficiaries live in dignity.
Within the Skills Alliance for Ukraine, JERU, as a joint humanitarian program by Welthungerhilfe and Concern Worldwide, is represented by the following activities:
- Regular labor market assessments.
- Support to selected vocational education and training institutions, helping them provide market-relevant skills that meet current industry standards.
- Vocational training programs for selected individuals based on market demand.
- Sustained job placement support for selected individuals.
- Job fairs to connect job seekers directly with employers.
- Soft skills programs to enhance skills and employment opportunities for youth, coupled with job placement assistance.
JERU also offers technical, vocational, and soft skills training tailored to local market needs and individual qualifications for people who have lost their jobs, helping them secure employment.
