Korea International Cooperation Agency

To ensure the efficiency and effectiveness of the grant aid programs that used to be carried out by multiple government ministries, the Korean government in April 1991 established the Korea International Cooperation Agency (KOICA) under the Ministry of Foreign Affairs as a unified grant provider. Through the sharing of Korea’s development experiences and know-how with its partner countries, KOICA aims to fight global poverty and support sustainable socio-economic development in developing countries while at the same time strengthening Korea’s friendly relations with them. Setting health, education, governance, agriculture and rural development and technology, environment and energy as priority sectors, KOICA delivers grant-based programs through its development projects, Development Experience Exchange Program (DEEP), international volunteer and fellowship programs, emergency relief provision, multilateral cooperation, etc. As of 2021, KOICA’s support amounts to around $636 million. At present KOICA operates 47 country offices around the globe. KOICA is now serving as a development cooperation platform by entering into partnerships with a wide array of stakeholders, including government ministries, public institutions, civil society, business and academia. It is forging global networks through launching joint projects with UN development agencies to strengthen Korea’s national standing on the global stage. KOICA is joining forces with the international community to contribute to the resolution of global challenges, including poverty, environment, population, epidemics and human rights. By developing and fostering individuals with global competitiveness and Indirectly helping Korean business explore overseas markets, KOICA is devoting efforts to create harmonious and symbiotic relations with partner countries.

In the Skills Alliance for Ukraine, KOICA is represented with one project:

• The “Ukraine Peace and Solidarity Initiative” has two sub-projects.

• Under project 1: Reconstruction of Vasylkiv Vocational Lyceum to Train Industrial Workforce in Ukraine, the project will provide modern equipment for the educational building of the Vasylkiv Professional Lyceum. It also includes training of Vasylkiv Vocational Lyceum staff in operation, maintenance and safety. Beneficiaries of this project will include orphans and children deprived of parental care, persons from among them, and students who were left without parents during the period of studying aged 18 to 23, children/persons with disabilities, internally displaced persons, children of the fallen Defenders of Ukraine, children of combat veterans, children from families with low income.”

• Through project 2: Support to Digital Learning in Ukraine (with UNICEF), the project aims to improve the online education environment in Ukraine through the development of an online education platform. The digital learning materials in AUSO platform are expected to be developed and upgraded. The educational capability of teachers and administrators will be enhanced. AUSO(All Ukrainian School Online) digital platform will be expanded through the Project, namely improving the user interface to enhance its user-friendliness and accessibility for children with disabilities; advancing the technical functionality of the platforms to host tools needed for learning loss measurement and for tracking student achievements; developing functionality to track learning progress of IDP and refugee children, specifically those enrolled at the Ukrainian International School; integrating and linking various digital education platforms with AUSO, and integrating data collected and stored by the AUSO with state registries and the Education Management Information System (EMIS).
