Ministry of Foreign Affairs of the Netherlands

The Ministry of Foreign Affairs of the Netherlands is the channel through which the Dutch Government communicates with foreign governments and international organisations. It coordinates and carries out Dutch foreign policy. The Ministry has two halves: its headquarters in The Hague and its missions abroad (embassies, consulates, and permanent representations). The Ministry of Foreign Affairs works with other countries to tackle global challenges. The Ministry’s activities are: to maintain relations with other countries and international organisations; to promote cooperation with other countries; to help developing countries accelerate their social and economic development through international cooperation; to promote the interests of Dutch nationals and the Netherlands abroad; to collect information on other countries and international developments for the Government and other interested parties; to provide information on Dutch policy and the Netherlands’ position on international issues and developments; to present the Netherlands to the world; and to deal with applications from and the problems of foreigners living in the Netherlands or seeking to enter or leave the country

In the Skills Alliance for Ukraine, the Ministry of Foreign Affairs of the Netherlands is represented with two projects:

• The Ministry is committed to facilitating training to Ukrainian water experts by Dutch Public Water Companies.

• The Ministry of Foreign Affairs of the Netherlands, via the Ukraine Partnership Facility, managed by RVO, is working towards enhancing the qualifications of Ukrainian medical rehabilitation personnel through multidisciplinary trainings. The NL4Superhumans project invites practicing multidisciplinary rehabilitation teams from Ukraine to enhance their expertise and learn how to train others. This “train-the-trainer” approach is designed to multiply the impact of our educational program. Upon returning to Ukraine, these professionals will conduct trainings for less experienced rehabilitation teams. Over a period of 3.5 years, these trainings will improve the knowledge and skills of approximately 387 medical professionals (about 50 multidisciplinary teams). The project expects participants to integrate a multidisciplinary approach into their daily practice, apply ICF protocols, redefine the role of nurses, adopt a trauma-informed approach, collaborate with social workers, improve practical skills, and implement other advanced techniques learned in the Netherlands. The ultimate goal is to provide patients with faster and more effective rehabilitation, increasing their chances for social reintegration, independence, and return to active or working life. This will benefit not only the patients themselves, but also their families and caregivers, reducing long-term dependency. At the end this will also result in support of Ukrainian economy. Moreover, transitioning from an outdated hierarchical model to a multidisciplinary approach will improve the working environment for medical personnel, boosting motivation and creating more opportunities for professional development.

As of May 2025, 170 Ukrainian water experts have been trained by Dutch Public Water Companies, including 78 women.

Under the “Enhancing the qualifications of Ukrainian medical rehabilitation personnel through multidisciplinary trainings” project, 106 beneficiaries have been trained, including 76 women.
