National Qualifications Agency

National Qualifications Agency (hereinafter referred to as the Agency) is a permanent collegiate body that performs functions in the field of qualifications as defined by the Law of Ukraine «On Education» and other legislative acts.

The Agency has been functioning since 2019.

The Ministry of Education and Science of Ukraine, the Ministry of Economy of Ukraine, the Joint Representative Body of All-Ukrainian Associations of Employers’ Organizations and the Joint Representative Body of Representative All-Ukrainian Trade Unions at the national level are represented in the Agency on a parity basis.

The Agency is a leader in the development of the National Qualifications System. The Agency provides favorable conditions for the development of human capital through the interaction of education and the labour market and promotes coordinated activities of the legislative and executive authorities, employers, professional communities and trade unions.

The Agency also uses all opportunities for international cooperation to integrate the Qualifications System into the European Area as soon as possible. The Agency’s team accredits Qualification Centers, initiates and participates in the development of legal and regulatory acts in the field of qualifications, provides support for the National Qualifications Framework, including its harmonization with similar international documents, maintains the Unified Qualifications Register-Classifier of Occupations, carries out international cooperation, coordinates the development of occupational standards, organize and conduct various activities  to develop the National Qualifications System.
