Ministry of Family, Labour and Social Policy of the Republic of Poland

The Ministry for Family, Labour and Social Policy of Poland’s mission is to lay the foundations for enhancing the quality of life in the areas of family, work and social security – a strong family, stable work, active senior citizens and a decent pension. The social security department covers the following matters: social security and social provision; pension funds; social assistance and benefits to vulnerable individuals and households; government social assistance programmes, particularly for individuals and households in difficult material and social situations, as well as for groups at risk of social exclusion; social benefits, employment, social and vocational rehabilitation of people with disabilities; social economy, social entrepreneurship, including social cooperatives; veterans and repressed persons; coordination of social security systems, with the exception of therapeutic benefits in kind. The family department covers the following matters: demographic conditions in the country, childcare for children up to the age of three, protection and support of families with dependent children, in particular families in difficult financial and social situations, development of the child foster care system, coordination and organization of cooperation between public administration bodies, non-governmental organisations and institutions in the implementation of family and child rights, international cooperation on the implementation and protection of family and child rights. The labour department covers the following matters: employment and unemployment prevention, labour relations and working conditions, salaries and employee benefits, collective labour relations and industrial disputes, trade unions and employers’ organisations.

In the Skills Alliance for Ukraine, the Ministry of Family, Labour and Social Policy of Poland is represented with one project:

• The “Upskills Ukraine” project would involve cooperation with TENT Partnership for Refugees and large Polish enterprises that would improve their work culture thanks to training received from TENT and Care International. The aim is to develop the ability to manage multicultural teams and include people with refugee experience in the teams.

• The specificity of the Polish labour market means that there is a high demand for employees both in professions requiring high qualifications and in professions with medium qualifications. Our training offer is interesting because it allows employers on the Polish market to reach new groups of employees. In exchange for support in entering the labour market, especially in professions useful for the rebuilding Ukraine and at the same time sought in Poland, refugees would gain experience and the opportunity to participate in language courses and vocational training co-financed by the Labour Fund and international organisations.

• Reaching out to refugees would be organized by the network of 49 Foreigners Integration Centers created by Poland. The creation and operation of the Foreigners’ Integration Centers is co-financed by the Asylum, Migration and Integration Fund, and their activities are based on tripartite cooperation of the government administration in the field, provincial governments and non-governmental organizations. This guarantees the involvement of many actors and effective reaching of the migrant and refugee community.
