Skills Alliance in Poland

The Skills Alliance in Poland was established in 2024 as a sister initiative of the Skills Alliance for Ukraine. It was founded through the joint efforts of three organisations: UNICEF, Tent Partnership for Refugees, and CARE Poland. As of May 2026, the Alliance brings together thirty five members, including non-governmental organisations, international organisations (including UN agencies), business associations, and representatives of academia.

The network fosters collaboration and partnerships among its members, working jointly to develop solutions that support refugees in acquiring new skills and accessing employment opportunities in Poland. These efforts are designed to align refugees’ competencies with the needs of both the Polish and Ukrainian labour markets, in line with the dual intent approach.

Objectives of Skills Alliance in Poland

The objective of Skills Alliance in Poland is to support refugees, particularly those from Ukraine, in acquiring new skills and increasing their employability in a manner that matches their competences, qualifications and the needs of the Polish labor market and the future reconstruction of Ukraine. This objective is achieved by establishing and deepening cooperation and information exchange between entities involved in activities including:

• Finding legal, suitable, and safe jobs for refugees in line with the needs of the labor market.
• Establishing relationships with employers looking for employees and connecting them with refugees seeking work.
• Supporting the private sector in developing and/or strengthening inclusive employment policies for refugees.
• Supporting refugees in accessing business development support services.
• Encouraging the private sector to develop and implement training programs for refugees that increase their chances of employment.
• Supporting cooperation between the private and public sectors and non-governmental organizations working with refugees, including refugees in particularly vulnerable situations (e.g., out-of-school youth, single mothers, persons with disabilities, older persons, members of the Roma community, and LGBTQI+ persons), as well as with the representatives from the Academia conducting research relevant to the topic.
• Support refugees, in particular young people, in continuing their education and skills development and in entering the labor market (formal education, alternative education pathways, and opportunities to acquire skills outside school, career guidance/counseling, first work experience, including internships, apprenticeships, and mentoring in cooperation with the private sector).
• Conducting research and producing analyses on the participation of refugees in the Polish labor market.
