In the Skills Alliance for Ukraine, TBI is represented with one project:

• TBI is supporting the Ministry of Economy in developing and implementing a comprehensive “Human Capital Strategy” through an 18-month initiative focused on resolving Ukraine’s labour paradox – high unemployment yet persistent shortages – via strategic upskilling, policy reforms, and digital innovation. Ukraine’s labour market is caught in a troubling paradox: widespread unemployment coexists with critical labour shortages, stifling business growth, slowing the country’s economic recovery, and weakening its ability to defend against ongoing aggression. Yet, we see a path forward. By modernizing labour legislation, implementing mass reskilling initiatives, and providing relocation support, Ukraine could add nearly four million people to its active workforce, most of whom are already in the country. Despite significant investments, current reskilling efforts have not yielded the desired impact.

• TBI can help identify the communications strategies, policy adjustments, and digital tools that will enhance these training programs, ultimately expanding the workforce and strengthening Ukraine’s resilience.
