The study analyses labour productivity trends in Ukraine during the full-scale war and explores how businesses are responding to labour shortages through skills development, digitalisation, automation and process optimisation. Based on a survey of 556 small and medium-sized enterprises across Ukraine, it identifies key barriers to productivity growth and provides recommendations on investment, workforce development, cooperation between businesses and education providers, and adult learning. The research was conducted by the Centre for Economic Strategy within the framework of a grant from the Skills Alliance for Ukraine.
